Can’t launch apps from Win7 desktop – Solution

I was asked to fix a computer yesterday, it was quite a nice HP running Windows7. The basic problem was all the icons on the desktop had internet explorer as the icon. Double clicking on anything would cause IE to open and try to display the “file”.
